Washington, December 21. --Senate.--Mr. Howard, of Michigan, (Republican,) offered a resolution calling upon the President to inform the Senate on what charges Jefferson Davis is confined, and why he is not brought to trial. The resolution was adopted. The following Committee on Reconstruction on the part of the Senate was announced: --Messrs. Fessenden, of Maine; Grimes, of Iowa; Howard, of Michigan; Johnson, of Maryland, and Williams, of Oregon. Mr. Sumner presented the petition of colored citizens of Tennessee, protesting against the reception of the Tennessee delegation until the recognition of the rights of the colored persons by that State. He also presented a petition of the white citizens of the District of Columbia, asking the extension of the right of suffrage to the colored people of the District. Departmental. Washington, December 21. --The Secretary of State has addressed letters to the Governor and late Provisional Governor of South Carolina similar to those recently forwarded to Alabama and Mississippi.
The Kentucky Fenians. Louisville, December 21. --At a general meeting of all the Circles of the Fenian Brotherhood, last evening, resolutions denouncing, in the strongest terms, O' Mahoney and Killian were unanimously adopted. The meeting heartily endorsed the election of President Roberts. A general convention of State delegates will be held at Covington on the 27th instant.
Anniversary of the landing of the Pilgrims. Boston, December 21. --The anniversary of the landing of the Pilgrims will be observed to-morrow. An imposing turn-out of the veterans is expected.

Associated press Dispatches. The French in Mexico — The Air-line Ren Between Washington and New York--Secretary McCulloch Bound for New York. Washington, December 21.--The Government has received nothing official from the French Emperor indicating the withdrawal of the French troops from Mexico. The French Minister has indicated that such is the Emperor's intention. Maximilian has already arranged to supply their places with Austrian troops. It seems to be the settled determination of Congress to pass a bill for an air-line road between Washington and New York. A bill for this purpose is now in the hands of Thaddeus Stevens. Secretary McCulloch left this city to-day for New York. It is said he wants more money.
From Georgia --Convention of Internal Revenue Assessing--General Assembly of the Presbyterian Church, South--Difficulty between the Whites and Blacks — Seizure of the Steamer Falcon. New York, December 21.--The steamships Hunter, Nevada and Euterpe have arrived, bringing Savannah advices to December 17th. The Savannah cotton market is irregular, holders asking an advance. Middling Uplands forty- eight cents. The Herald says a convention of Internal Revenue Assessors and Collectors for South Carolina, Alabama, Florida and Georgia, will be held at Atlanta on the 20th instant, to regulate the system of assessments and collections. The General Assembly of the Presbyterian Church, South, convened at Macon December 17th. It is reported that a serious difficulty has occurred between whites and blacks in Emmanuel county, Georgia, but no particulars had reached Savannah.
