General Assembly of Virginia. Senate. Thursday, December 21, 1865. The Senate met at the usual hour; Lieutenant-Governor Cowper in the chair. Prayer by Dr. Duncan. On motion of Mr. Gray, House bill entitled to incorporate the St. James Improvement Company was taken up, read a second referred to Committee on General On motion of Mr. Gray, House bill entitled incorporate the Chesterfield Gas Coal Mining Company was read a third time and passed. By Mr. Coleman: "Resolved, That the Committee of Courts of Justice be instructed to report a bill for the purpose of legislating and enforcing all contracts with the freedmen by parties wishing to employ them by the year, or for a less period, and providing for the enforcement of such contracts, as may be deemed necessary and proper." Arrests. --The following arrests were made by the police yesterday: Thomas Field, (negro,) for stealing iron from the ruins of the old Columbian Hotel, on Cary street. George W. Duncan, for fighting in the market with James Wilkinson, and James Wilkinson for retaliating upon George W. Duncan. James Carshin, for assaulting and knocking down a citizen; Colin Lee, (negro,) for throwing a piece of iron and striking a little girl. Mary Jane Coleman and Mary Sykes, (negroes,) for disorderGeorge W. Duncan. James Carshin, for assaulting and knocking down a citizen; Colin Lee, (negro,) for throwing a piece of iron and striking a little girl. Mary Jane Coleman and Mary Sykes, (negroes,) for disorderly conduct and making a disturbance in the streets; and R. Thompson, of Hanover, for uproarious conduct in public while under the influence of liquor. The following arrests were registered at the upper station-house: James Washington, (negro,) for stealing iron from J. A.
