Severe Winter in Europe. --The winter has been very severe in Europe. The papers report that the Scheldt has been frozen over at Antwerp for the first time in forty years.--The valleys of the principal French rivers, inundated and frozen, present the appearance of vast ice-bound lakes. An immense number of rats that infested the river banks have been killed by the frost — a deliverance which, however welcome to the farmers, will scarcely compensate for the enormous injury done to the cultivated lands now under sheets of ice.
