What effect Lincoln's Message has upon the South.
--The New Orleans Crescent is anxious to see those 400,000 men "In Lincoln green," and still more anxious to see those $400,000,000 in the Federal Treasury.
The Crescent says:
"The South can afford to laugh at Lincoln's four hundred thousand men in buckram.
The South does laugh at the spectacle.
But the smile grows deeper, and the laugh heartier, over the proposition of Lincoln to raise four hundred millions of dollars to sustain the war upon the South, when the boards and stocks of Lincoln's Government meet with dull sale in New York at from 14 to 27 per cent, discount.
We know that the first instalment of his four hundred millions will not command fifty cents on the dollar.
Hence our jubilation.
We don't care a red cent for Lincoln's four hundred thousand men; but if he should do what we consider an impossible thing — raise four hundred millions of dollars at par — we shall feel decidedly uncomfortable
