Miscellaneous. From the New York Herald, of the 25th, we gather the following additional news items: Release of Ross Winans. Fortress Monroe, Sept. 23 --Ross Winans, having taken the oath of allegiance, was released this morning, and will to-night accompany his son to Baltimore. Confiscation of a Southern vessel.
