Military Prison, Libby, Dec. 3, 1863. --In answer to your note of this date, I would state that as near as I can recollect, you personally offered on the 22d ult. to distribute to the officers in this prison twenty-seven barrels, containing pork, salt beef, flour and corn meal, sent by the Baltimore American Relief Fund; but having no convenience for issuing it, I declined receiving it. On the following day, however, I inspected it, in company with other officers, and directed Mr. Burnham, your assistant, to issue it in rations of half a pound per man to the two officers acting as commissioners for the prisoners; and can cheerfully state that the ins
report of the committee was agreed to. Mr. Gray, of Texas, from the Judiciary Committee, reported back a bill with amendments from his committee, which was ordered to be printed. Mr. Boteler, of Va., offered a resolution, that the Committee on Military Affairs inquire into the expediency of filling positions temporarily made vacant by the capture of officers. Mr. Chambliss, of Va., offered a resolution, that when this House adjourn on Thursday it adjourn to meet on Monday, the 28th, at 12 o'clock. Mr. Gartrell, of Ga., moved to amend the resolution by striking out Monday and inserting Tuesday. Mr. Atkins, of Tenn., moved that the resolution and amendment be laid upon the label, and on this motion called the ayes and noes, which were ordered with the following result; Ayes 38, noes 24. The order of the day — the bill to amend he law in relation to substitutes — was then skin up, and Mr. Gartrell, of Ga., being entitled to the oor, addressed the House

Kidnapping. --Robert H. Cotton, Wm. K. Ellett, and Lee B. Boynton, charged with kidnapping three James City county free negroes, and bringing them to Richmond as slaves, were examined before the Mayor yesterday. After hearing the evidence, Dr. Boynton was discharged, but the other two were remanded for a hearing before the Hustings Court. Cotton was also sent on to answer for kidnapping Wash Simpson, a free negro, in July last, and holding him in jail as a slave.
Two hundred dollars reward. --Will be paid for the apprehension and confinement in jail of my servant John, who ran away from my mother's, in Powhatan county, Va, about the middle of July last. Said negro man is about 5 feet 11 inches high black, features quite prominent. He is 26 years old, and was purchased in the neighborhood of Clover Hill coal mines in the winter of 1860, where he may be now loitering. uture consignments would be required for their comfort, it was deemed advisable to make inspection of the clothing of all the prisoners. A careful inspection was therefore made of all the prisoners of war at Belle Isle and in Richmond, and a record made of the condition of each article of their clothing. While this inspection was in progress, issues of blankets and such clothing as had been received were made to those who were most needy. Since the arrival of the last of ing, November 22d, two members of the committee had been constantly engaged in the distribution, which is now almost complete. The committee is unable to prepare a statement of the amount of clothing issued in time for this communication. Statements in detail will be prepared, however, as soon as possible, of the amount of clothing received and issued, and to whom issued, and the amount required to fully supply the wants of the prisoners now here; a copy of which we respectfully request may be fo

Runaway. --Was committed to the jail in Louisa county, on the 29th November, a negro named Washington, who says he belongs to Edmund Ruffle, of North Carolina. , and a ditch from four to six feet deep, corresponding with the irregularity of the ground, the extreme slope of the parapet wall making an acute angle with the fall of the ditch. Immediately in their front, for two or three hundred yards, all brush and rubbish were removed, in order that their grape and canister might have a clear sweep at any attacking column. This fort, Kryan's, Humphrey's, and a part of Wofford's brigades were ordered to assault at daylight on the morning of the 29th of November. Through this rugged field of obstacles, before day, Bryan's brigade felt its way, with many a fall and many a bruise, yet quietly, uncomplainingly, the men followed the dark figure of their leader guiding us through the gloom, to the line of sharpshooters stationed at the edge of the clearing.--Here the command rested, waiting daylight.
