The Agent of the Press Association has furnished the following summary of news, from Baltimore papers, to the 8th instant, inclusive:
Gen. Sullivan has issued an order declaring that for each person conscribed by the Confederates in Western Virginia the nearest and most prominent Secessionist will be arrested and imprisoned until the return of such conscripts.
Rumors of changes in the command of the Army of the Potomac are quite numerous in the camps.
Some say that Gen. Hunter is to succeed General Meade.
Others surmise that Gen. Thomas is to be the new commander.
The joint resolution relative to the Confiscation Act was finally passed in the House of Representatives on the 5th inst.--ayes 81, noes 73.
Colt's pistol factory at Hartford was destroyed by fire on the 5th inst. The loss is immense.
Seventeen hundred workmen are thrown out of employment.
