Tickets for Supplies to the Ibor. --The Board of supplies organized sometime since by the City Council to supply neither citizens with provisions at reduced prices, will be prepared in a few days to recommend operations. Some change has been made in the manner of issuing tickets to those persons, who are entitled to the benefit accrual from the system, as an arrangement has been effected between Hon. Joseph Mayo, Mayor, and Thomas W. McCance, Esq., chairman of the Supply Board, by which the members of the day police are empowered to issue tickets to those persons in their respective districts who are entitled to them. For the Information of those interested, we publish the following paragraphs from the written instructions which are to govern the police in granting tickets to applicants: "The Board of Supplies was organized by the Council to supply provisions to needy citizens only, at reduced prices, and the effect must be furnish such only. the Committee on Supplies for the Poor, stated that the Council had been called together to consider a proposition which had been tendered the committee by Mr. Thos. D. P. Ingram to furnish the citizens with a sufficient and regular supply of fresh beef at a price considerably below the market value. Mr. S. prefaced the reading of the proposition with a few pertinent remarks, in the course of which he stated that the scheme had been examined and approved of by Messrs Alex. Garrett and Thos. W. McCance, the principal managers for the distribution of supplies, who thought it of sufficient importance to demand an extra meeting of the Council. [The proposition of Mr. Ingram asks for an appropriation by the Council of $50,000, to be met by a similar contribution from himself and two other parties, making in the aggregate $100,000 capital. With this sum Mr. I. proposes to visit various portions of the State of Virginia, and particularly those districts which are laid liable to visitation

He is about 26 years old, of black companies, low in stature, and has an idiotic countenance. When he talk he has tooth very plainly. Upon his delivery to Dr. Wm. N. Fires. --About six o'clock on Saturday evening, the burning of a chimney attached to Thomas W. McCance's residence, on Leigh street, between Eighth and Ninth, caused the fire bells to ring and the firemen to turn out in full force. Their services were not required, however, and soon afterwards the apparatus was returned to the engine houses and the members returned to their homes. About half-past 7 o'clock yesterday morning, the sweat house attached to Fisher's tobacco factory, on Main street, in Manchester, near the cotton factory, took fire and was burnt to the ground.--The fire is supposed to have been the work of an incendiary. Loss small.
The Richmond and Petersburg lines. The quiet of the lines in front of Richmond and Petersburg remains unbroken. The mud effectually prevents any movement on the part of either army, should they be ever so much disposed for active operations. The Commissary-General. Colonel St. John has entered upon the discharge of the duties of Commissary General. Lieutenant-Colonel Thomas G. Williams, an officer of great experience and talent, has been appointed assistant Commissary-General. We are glad to announce that this Department has, at length, determined to avail itself of the energy, experience and talent of some of our most eminent merchants. The valuable services of Messrs. Thomas W. McCance, Samuel P. Harrison and Robert Edmonds have been secured by the new Commissary-General. If the Government will now put at the disposal of the Department the specie it is now selling, it will have gone far towards solving that great and grave question, "How to feed the army."
