The Red shirt,
In the New York Herald of the 24th ult. we find an article upon the red flannel shirt in which Garibaldi conquered Sicily and Naples, and in which he was presented to Victor Emanuel. The Herald thinks the red shirt will, in future, becomes famous as the grey coat and little cocked hat of the first Napoleon.
Garibaldi, according to that paper, first conceived the idea of dressing himself and his battalions in that costume from having witnessed the parade of the New York firemen when he lived in that city.

--A strange affair, says a letter from Turin, has occurred in this city.
The municipal council resolved to present King Victor Emanuel, on his return, a gold circlet, representing oak and laurel leaves.
But there were only six days to prepare one, and Italian workmen were not active enough to make it in so short a time.

the discovery was afterwards made that the circlet in question had been bought at a sale of the effects of Fanny Elisler, the celebrated danseuse, and, as proved by an inscription inside, that it was given to her after a performance at London, by an Englishman who was a fanatical admirer of her dancing.

Arrival of the Niagara at Boston.
Boston,March 11.--The steamer Niagara, from Liverpool via Halifax, arrived here this evening.
The main features of her advices have been telegraphed from Halifax.
She brings $3,000,000.

Turin, Saturday.--Admiral Persano has arrived off Messina, which he will summon to surrender.
Rome, Friday.--The National Committee have issued a proclamation declaring that Victor Emanuel will soon be proclaimed King from the Capitol, and expresses thanks to France.
The French authorities have taken possession of the keys of the Capitol.
Vienna, Saturday.--It is reported that Austria, Russia and Prussia have concluded a convention to act in concert in case of a Polish or Hungarian outbreak.
Liverpool, Saturday.--Cotton — Sales of 10,000 bales, including 3,000 bales for export.
Messrs. Hewitt & Co., report the market as buoyant, with an advancing tendency.

The Italian Minister at Washington.
--Advices received by the last European steamer, announce that Victor Emanuel, in anticipation of the appointment of a first-class American Minister to the Court of Turin, has raised the chargeship at Washington to the rank of a full mission.
Chevalier Bartinatti, now charge, accordingly becomes Minister Plenipotentiary.
