The subject of deepening the channel of the river came up for consideration on a question raised as to the policy of completing the work already commenced. Laid on the table. Authority was given to the finance committee to take Confederate bonds, running ten years, for the sum of $50,000 loaned by the city to the Confederate States. Mr. Hill offered a resolution appropriating $50,000 for the purpose of clothing the city volunteers now in the field. The Committee on Arms was authorized to carry out the resolution, (absent, Mr. Griffin,) and to act in concert with any like committee appointed by the County Court of Henrico. The sum of $300 was authorized to be paid to P. R. Grattan, Esq., for his professional services in procuring the new charter for the city. Mr. Scott offered a resolution authorizing a wagon, not to cost more than $100, to be purchased for the use of the Fire Department. Adopted.

To the people of Henrico and Hanover:--Fellow-Citizens — My duties as Captain of the Hanover Dragoons would prevent me from attending the approaching sessions of the Convention, and of the Senate; and as questions of vital interest to my constituency may arise in each body, on which they should be represented, I have to-day forwarded to the Governor my resignation of the seat in the Convention with which the people of Henrico honored me; and my seat in the Senate, the joint gift of my friends in Hanover and Henrico. I should have resigned my seat in the Convention previous to the late extra session, had I not supposed my practical acquaintance with the wants of our army might be of use in that body; but as it has no longer cognizance of those matters, that reason for my retaining the seat does not obtain. I cannot thus (in all probability forever) sever the connexion which has for some time existed between you and myself, without

Runaway --From the subscriber, a few days since, a deaf and dumb Negro man. Said negro is black, stout built, 5 feet 6 inches high, has one front tooth out, and has a wart on his forehead.
