[3] Next he made the Council to consist of five hundred members instead of four hundred, fifty from each Tribe, whereas under the old system there had been a hundred. This was the reason why he did not arrange them in twelve tribes, in order that he might not have to use the existing division of the Thirds1 (for the four Tribes contained twelve Thirds), with the result that the multitude would not have been mixed up.
