οὐκ ἔστι ὅτε οὐ = numquam non, ‘on every occasion.’

For the scepticism of εἰ χρή τι τοῖσι ἐποποιοῖσι κτλ. (so unlike H.) cf. Thuc. i. 9. 4εἴ τῳ ἵκανος” (sc. Homer) τεκμηριῶσαι and the sayings of many other Greeks, e. g. Solon, fr. 29 πολλὰ ψεύδονται ἀοιδοί. The whole chapter is an instance of Greek rationalizing criticism.
