Πλείω—with ὠφελεῖν. This sentence contains a triple antithesis.

ὀρθουμένην .. σφαλλομένην—the state is personified.

καθ᾽ ἕκαστον—because it is when prosperity has engendered selfishness and oblivion of corporate life that states go to ruin.
