γοῦν, ‘at all events.’ The translation ‘he wanted to appear to be preparing’ is incorrect. δῆλος εἶναι is not ‘to appear,’ nor does γοῦν qualify that term, but rather belongs to παρασκευαζόμενος. ‘He wanted it to be seen that he was preparing’ — though he might defer the actual performance as he chose.
