A report adopted by the Peace Conference.

It will be perceived by reference to the telegraphic dispatches this morning, that the Peace Conference at Washington have adopted the substitute of Mr. Franklin entire, one section of which was adopted last week. It guarantees free soil North of 36.30, and slave territory where slavery now exists South of that line. Where it does not exist, the question is to be left open for the adoption of the people who form the State. Territory is not to be acquired except by a vote of four-fifths of the Senate. Congress shall provide for the remuneration of a master where the arrest of his slave is prevented by mobs interfering with the U. S. officers, whose duty it is to capture him. It prohibits the passage of laws nullifying the fugitive slave law, and "forever prohibits" the African slave trade.
