The Confederate States' loan.

--The Atlanta Confederacy learns that a distinguished politician of the North went on to Montgomery last week with offers for the whole of the fifteen million loan at par, the bid being made by English capitalists. Mr. Memminger declined the negotiation, preferring to give domestic capitalists the refusal of the bids. The Confederacy says that a Georgia house has offered to take five millions of the loan.
