Ad valorem taxation.

--In the General Appropriation bill $75,000 is included where with to pay the expenses of holding a State Convention. Some people think that the argument in favor of the ad valorem principle is hard to get around. We are inclined (not in a political sense) to think so ourselves, and we venture the opinion for the purpose of suggesting a proposition equally as clear, viz: that a majority of the members of the Convention should receive pay for their services in proportion to the value thereof. Acquiescence in this suggestion by members would relieve the disbursing officer of the State of much labor in paying out money, and reduce the expenses of the Commonwealth very materially this year. Nearly three-fourths of the $75,000 would be saved.
