Arms from Europe.

--The Philadelphia Evening Bulletin states that Col. Fremont has arrived from Europe, and informed a gentleman in Philadelphia that 250,000 stand of arms have arrived in New York for Philadelphia, and that 250,000 more are on their way. The same authority also states that the Federal authorities in Philadelphia have completed arrangements by which they can move ten thousand troops per day from that city to the scene of warlike operations, and are therefore prepared to receive them as fast as they can come.
