Pennsylvania and Maryland.

--The Governor of Pennsylvania, in his Message, declares that Pennsylvania will open a passage from the North to Washington, as essential to trade and transit, and that whether Maryland is in or out of the Union, no hostile soil will be permitted to lie between the Capital and the States loyal to the Union.
