a suggestion.

I have a suggestion to offer our Government, which, if acted upon, may result in good. It is this: That the authorities of the South offer to the French and English Government a bonus on the crops of cotton for the next five, eight or ten years; that is, that they propose to supply England and France with the entire cotton crops for one of the periods of time above stated, at a bare living price to the producers, so as to give the manufacturers as wide a margin for profit as possible. If some such proposition as this is made to England and France, or either of them, in my opinion, the blockade of our ports would soon be raised. Others may have thought of this matter; but if so, I have not heard anything of it. I merely make the suggestion, leaving it to wiser heads to give the idea a practical and more intelligible shape.
