Harvey.

--The Northern papers are indignant at the discovery that James E. Harvey, Minister to Portugal, had been in telegraphic correspondence with a prominent citizen of Charleston in relation to the fitting out of the fleet for reinforcing Fort Sumter. They insist on his recall from his mission, and trial for treason. Harvey was twenty years connected with the Philadelphia press, and was appointed by Lincoln for his services in the cause of the Republican party.
