National Convention.

The proposition made and enforced by Gov. Letcher, a year ago, in his inaugural address for a National Convention of all the States, as the best means of meeting and averting the difficulties with which the country is now threatened, is daily gaining favor and strength. It is the wisest and most statesmanlike plan which has yet been suggested, and, if adopted, will either lead to a reconstruction of the government upon just and enduring foundations, or, by its failure, demonstrate that no pacific solution is practicable.
