Winter quarters.

--The city jail at present affords shelter from the blasts of winter to 103 persons, many of whom are vagrants, not charged with the perpetration of heinous crime. Last winter the number was about the same. In the summer time the birds of passage scatter through the country, and visit all the resorts where they expect to get plenty to eat, without working for it, and the population of the jail is considerably diminished. The inclement season forces them back to the city, where they are soon arrested for vagrancy, and provided with winter quarters in the hospitable mansion mentioned above.
