City Council.
--The regular monthly meeting of this body was held yesterday afternoon, at the
Council Chamber.
Present--

Burr,
Howison,
Crutchfield and
Hill.
Mr. Dencon presented a report from the
Committee on Schools, which was received and laid on the table.
Mr. Crutchfield, from the
Commissioners of Streets, presented a report relative to the petition of
R. G. Morriss, recommending the granting of the same, which was approved.
Mr. Hill offered the following resolution:
‘
Resolved, That the Board of Officers of the 179th Regiment of Militia of the city of
Richmond be furnished with a room gratis, as head-quarters; and that the different companies of the Regiment be permitted to drill in the
First Market Hall whenever that can be done without interfering with the volunteer companies which now drill there.
’

Mr. Burr presented petitions from the
Chief Engineer of the Fire Department and from the Virginia Historical Society, for rooms in the new building on Bank street.

Mr. Scott offered the following:
‘
Resolved, That the
Committee on Public Buildings inquire into the conditions upon which the
Richmond L. I. Blues now use the second floor of the engine house on the corner of 10th and Bank streets.
’

Mr. Hill offered the following:
‘
Resolved, That the Committee of Finance be instructed to raise $50,000 by sale of bonds, from time to time as may be needed, for the purpose of arming and equipping such of the volunteer companies as are now commissioned or may be hereafter commissioned.
’
Resolved, That a special committee, consisting of two members from each ward, be appointed by the
President of the Council, whose duty it shall be to obtain arms, ammunition and equipments, and if necessary uniforms for the volunteer companies of the city.
Resolved, That the drafts for the payment of such purchases shall be drawn on the
Chamberlain by the chairman of said Committee, and countersigned by the
Quartermaster of the Regiment, or such other officer as may be appointed by the
State for such purpose.

Mr. Hill, from the
Committee on Light, made a report adverse to the petition of Trinity church, for the use of the city gas.
The subject being thus before the Council, a long debate ensued, in which most of the members participated, and the question of an extension of the city limits was fully canvassed.
Finally, on motion, the report was laid on the table — ayes 7, noes 5--with the understanding that it be taken up at the next regular meeting.
Mr. Scott then offered a resolution directing that the supply of gas be stopped from every person living outside of the city limits.

The President alluded to the fact that the county had employed counsel to appear before the Legislature and oppose the extension of the corporate limits, whereupon, on motion, it was voted that
Mr. Grattan be employed by the city to advocate said extension.
Mr. Scott, from the
Committee on the Fire Department, asked that the committee be discharged from the further consideration of the subject of a temporary employment of the discharged companies of the
Fire Brigade.
The committee was accordingly discharged.
The reports of the
City Ganger, Grain Measurer and Police Officers were received, and sundry petitions were presented and referred.
The Council then adjourned.
