Baltimore.

--The Baltimore Exchange, of Tuesday last, in an editorial comment upon the arrest of the Police Commissioners, says:

‘ We have been accustomed for eighty-five years to denounce the tyranny of the rulers of four-fifths of the world, and to boast of the freedom which we enjoy, and of the spirit with which the American people would resent oppression. Our situation at this moment every man can understand, and we leave each and every citizen to reflect upon the nature of the despotism that was finally established here yesterday, and to determine whether a Brutus or a Washington is needed for our deliverance.
