Water.

--The absence of ice causes cool well and spring water to be in great demand — so much so that it is brought from a distance into the city. The Governor will, no doubt, at an early day cause a well to be opened a short distance above the Bell-House, where it is said that an abundance of the coolest water can be had at small expense. Such a well would be a great public accommodation. Not only the soldiers, but thousands of citizens would thank his Excellency for opening such an institution for their relief.
