The Mobile banks and the Treasury notes and Bonds.

--The Mobile Advertiser and Register, of the 20th, announces that the banks of that city decided to receive the Confederate States Treasury Notes and Bonds at par in payment of their discounted paper; and they will continue to pay specie in payment of their notes and deposits as usual.
