Bostae stamps.

--We observe that postage stamps are prepared and issued in many cities of the South, and why can we not have them at the Capital ? Surely, the expense of having them printed is not so great as to counterbalance the inconvenlences to which the public are subjected under the existing arrangement. The subject is one which requires no argument, for the necessity is apparent to every one. We hope, therefore, that our Richmond Postmaster will follow the example of the enterprising cities South of us, and issue stamps at an early day.
