Artillery on the Peninsula.

--It is understood that a regiment of artillery is to be organized for service on the Peninsula, including the 1st and 3d companies of the Howitzer Battalion and the Fayette Artillery, of this city. In pursuance of this arrangement, Maj. Geo. W. Randolph has been promoted to the rank of Colonel; Capt. Henry C. Cabell to the rank of Lieut. Colonel, and Capt. John Thompson Brown to the rank of Major. These officers are all citizens of Richmond, and thoroughly accomplished in military matters. We shall endeavor to obtain a correct statement of the reported promotions in the Howitzer Battalion.
