Affairs on the upper Potomac

We have a letter confirming the report that Gen. Jackson crossed over and destroyed the locks and dams on the Chesapeake and Ohio Canal, thus cutting off very materially the supplies which were sent by this route to Washington. The Federal General, Kelly, is still at Romnay, with about 5,000 men.--He occasionally sends out marauding parties, several hundred strong, to carry off provisions, burn barns, &c.

Our own army on the upper Potomac has comparatively few sick, and the cases, as a general rule, yield readily to medical treatment.
