The fugitive Traitor Brownlow.

--This notorious renegade, in the progress of his four through Yankeedom, reached Philadelphia on the 48th ult., and as usual delivered himself of one of his brawling harangues. Among other things he expressed the earnest desire to return to East Tennessee with a cocked hat, a sword, and a coil of rope "for the purpose, no doubt, of wreaking vengeance upon some of the true and loyal men of that region for what he calls their "persecution" of him, When Brownlow does return, however, he need only bring the coil of rope" with him, unless he prefers being hung with "a cocked hat and a sword" on, as proper emblems of his treason to the section which gave him birth.-- Memphis Appeal.
