The chain gang.

--The men composing this force have been for some days past developing the local resources of Richmond with pick and spade. Its membership is being constantly increased by the addition of new names. An efficient guard enforces obedience to the regulations, and causes the operatives to work — a thing that many of them have heretofore been totally unused to. Yesterday Leander Caskie enrolled Wm. Flemments, Wm. Harman, and Julius Desplaugns, as members. --They had fallen into the hands of the police as suspicious characters, and could not establish the fact that they followed any honest occupation for a livelihood.
