--The charge against William W New of assaulting and beating L. Hoyer, was not disposed of by the Mayor yesterday because of the large amount of police business on hand. The charge against Napoleon Burke and John Hammon, two of Gen. Winder's detectives, of assaulting Michael Walls, was also continued till the 19th inst. This last case involves the legality of martial law, for which the Mayor can find no authority, and may probably lead to a lengthy discussion. If the Courts decide that martial law is unconstitutional, all the acts of the Provost Marshal and assistants under it are illegal, and may possibly lead to an endless number of law suite for the seizure of ardent spirits and other articles considered to be contraband and for the arrest and imprisonment of civilians.
