Major Gen. Robert Ransom was yesterday relieved from the command of the department of Richmond, and assigned to the command of all the cavalry forces in the Valley. The people of Richmond, to whom Gen. Ransom's appointment, gave unbounded satisfaction, will regret this changes though in the new field to which he has been assigned he will have a better opportunity for the display of his brilliant qualities as a commanding officer.
