Congress yesterday.

In consequence of the absence of a quorum in the Senate, Congress did not complete its organization yesterday, and the Message of the President, which it was expected would be laid before the public, was not sent in.

The House of Representative was organized by the election of Hon. Mr. Carry, of Ala, Speaker pro tempore. This branch of Congress continued in session during the day, and proceeded to the transaction of the public business, in a manner creditable to their patriotism and their regard for the public interests.

An important bill was introduced by Mr. Vest, of Missouri which provided for placing in the military service of the Confederate States all persons residing within the Unite of the Confederacy, claiming to be citizens of the State of Maryland, after the 1st day of February. This resolution was debated by Messrs, Vest, Foots, Baldwin, and Hilton, all of whom concurred in the opinion that something should be done to bring into service, or remove from our midst, not only those who claim to be citizens of Maryland, but others who have received certificates of foreign citizenship from Consuls in our lines and not accredited to one Government. The bill was finally to the Judiciary Committee.
