Major General Twiggs.

--The San Antonio (Texas) Herald, speaking of a recent interview with Gen. Twiggs, veteran Commander of the Department of Texas, says he announced that his military career was closed, and it was his determination to retire to private life, making New Orleans his place of residence. It is already known that he announced to the War Department at Washington his determination not to wage war on his countrymen. The information given by the Herald seems to be confirmatory of a dispatch to the New Orleans Picayune, which states, on the authority of a member of Gen. Twiggs' staff, that he would not enlist in the Army of Georgia or of the Southern Confederacy.
