Speaker Crutchfield called the House to order at 10 o'clock.
A communication was read, announcing the passage, by the Senate, of a number of bills.
Senate bill authorizing the Governor to pardon slaves Jack and Ben, and to restore them to their owners, was passed.
Southern Express Company.--House bill incorporating the Southern Express Company having been returned from the Senate, with amendments, was taken up; and, being debated, the House amendment was insisted on.
Southern Agency.--The bill incorporating the Southern Agency Company was taken up, on motion of Mr. Bisbie.
On motion of Mr. Seddon, it was laid on the table, to consider the bill for the relief of the contractors on the Covington and Ohio Railroad.
Mr. Haymond moved, as an amendment, that the $300,000 appropriated, should not be used in addition to other funds already donated to said company.
The amendment was adopted, and the bill as amended was put on its passage, and carried in the affirmative — ayes 82, noes 36.
