High water.

--A telegram from Cumberland, Md., brings intelligence of a heavy freshet along the upper Potomac, caused by the rain of Saturday. The Baltimore and Ohio Railroad, though submerged at several points, escaped all damage. The coal roads and mines in the vicinity of Cumberland are believed to have suffered greatly. The Ohio and Chesapeake Canal is also reported to be damaged.
