Post-office matters.

--A new office is established at Fulkerson, Scott county, Va., and Jno. H. Hilton appointed postmaster. Site of Matiponey, 'Spotsylvania county, Va., is changed to original location, and George W. Sweetnam appointed postmaster, vice Wm. Lancaster.
