The Senate was called to order at 12 o'clock by
Lieut. Gov. Montague.
Organization.
On motion of

Mr. Shelton C.
Davis was appointed Clerk.
On motion of
Mr. Day, of
Isle of Wight,
Mr. John A. Jordan was appointed
Sergeant at Arms.
On motion of
Mr. Thompson, of
Dinwiddie,
Mr. Thos,
P. Chisman. was appointed First Doorkeeper.
On motion of
Mr. Johnson, of
Bedford,
Mr. E. H. Taliaferro was appointed Second Doorkeeper.
On motion of
Mr. Day, of
Isle of Wight,
Mr. James E
Goode was appointed Printer to the Senate.
Rules of the Senate.
On motion of
Mr. Thomas, the rules of the last session were adopted for the
Government of the Senate.
Governor's Message.
On motion of
Mr. Thompson, it was
Resolved, That a committee of three be appointed to wait upon the
Governor and in form him that the Senate is now organized and ready to receive any communication from him.

The Committee performed the duty assigned them, and the
Governor communicated his message, which was laid upon the table and 1,000 copies ordered to be printed.
Prayer.
On motion of
Mr. Dickenson, of Prince Edward,
Resolved, That the
Ministers of the Gospel officiating in the churches of this city be, and they are hereby, invited to open our sessions with prayer, and the
President is requested to make such arrangement with said Ministers as will ensure the presence of some one of them at our daily sessions.
Resolutions of Inquiry.
On motion of
Mr. Massive, of
Goochland,
Resolved, That the Committee of Finance and Claims inquire into the expediency of paying to
John F. Lacy a license tax improperly paid by him, and report by bill or otherwise.
On motion of
Mr. Thomas, of Henry,
Resolved, That the appropriate committee be instructed to inquire into and report upon the expediency of paying
Peter P. Penn, of the county of
Henry, for his slave Albert, who was condemned to death by the
County Court of said county, but who, before the day of execution, was forcibly taken from the
Sheriff of the county and put to death by some citizens of said county.
