General Assembly of Virginia.

Monday, January 12th, 1863.

Senate--The Senate was called to order at 8 o'clock M. by Scout Gary, Montague, and open it with prayer by Rev. Mr Burrows.

As Executive communication from military communication, from Maj. F Griswold, the Provost Marshall of Richmond, to relation to disloyalties of none residing at West Robes and recommended the removal of the persons during the war, was laid on the table, ordered to be printed, and referred to the Committee of Courts of it then.

A communication from the Examiner, commanding an appropriation for the benefit of the sick and wounded soldiers of Virginia in the C. S. Army, was ordered to be printed and referred to the Committee on Military Affairs.

Mr. Fate, of Booner presented a petition of Jas. M. Latillie of Kanawha on asking to have committed certain fines and damages obtained against him as Commissioner of Delinquents and forfeitures Lands for Kanawha county.

The following resolutions of inquiry into auspidiency were offered:

By Mr. Coghill--Of further legislation for the suppression of gaming, and particularly into the policy of so enfeebling the 1st and 2d sections of chapter 198 of the Code; so as to province for the forfeiture of houses occupied by persons engaged in keeping or exhibiting zero banks or other gaming tables mentioned in the 1st section of said bill.

By Mr. Carson--Of re-enacting, with suitable amendments, the act passed October, 1771, entitling.

"An act to prevent forestalling, regrading, engraving and public, venders."

Also, an act passed December 27, 1792, entitled. An act against divulgers of false news, and 7th section of an act passed February 22d, is entitled "An act to reduce late one the several men for regulating ordinaries and bound of private entertainment, and for the restraint of tipping houses,"

By Mr. Newman--Of suspending interest on bonds or claims which are due, upon the production of satisfactory proof that the owing such bond or claim has made a tender of Confederate States notes in payment for the same, so by satisfactory evidence that the same has been refused by the border of any such bond or claim.

House of Delegates--The House was called to order at 12 o'clock.

A resolution was read and committed from the Senate relative to passports for the members of the General Assembly.

Mr. West offered a resolution that the Committing on Military Affairs inquire late the expediency reporting a hill qualifying voters in the service of the Confederate Government and all others absent from their homes by reason of the presence of the public enemy to vote for members of Congresses, members of the Legislature, Governor and Lieutenant Governor of this Commonwealth. [Adopted.]

Mr. Orgain presented a resolution instructing the Finance Committee to inquire into the of imposing a tax, to be gradient with due regard to equalizing the burthens of the war upon the read and personal estate of persons exempt from military duty, either from age, physical disability, or having furnished substitutes.

On motion of Mr. Carrison, the bill authorizing, the Governor to turn over to the Confederate States the Virginia State Line was recommitted to the committee, with insinuations to inquire into the effect of such a transfer upon the present status of the officers and men of that command.

A resolution was offered instructing the Military Committee to inquire into the expediency of increasing the present force composing the Virginia State Line.

The Speaker presented a communication from the Governor enclosing a recommendation from Ms. H. Griswold, Provost Marshall of Richmond, take some measures to stop the treasonable of certain white persons negroes, and at and about West Point, with the enemy that quarter. The evidence given by Maj. Cowold in the matter shows that the intercou to is as hold and upon as it is expensive a injurious. Referred to Committee on Military fairy.

Another message from the Governor urging the legislature the duty of making liberal appropriations to better the condition of the sick and wounded soldiers of Virginia. Also referred Committee on Military Affairs.

Mr. Wyons offered a resolution, which was adopted instructing the Committee on Reader's inquire into the expediency of amending the chapter of the Manchester and Petersburg. Turnp Company.

The bill for changing the time of holding in portions of the State which are now, hereafter may by the public enemy, was on Mr made the old of at 1 o'clock.

The bill to money received by the State for extension on account of religions scruples, passed at the last section, which might be rendered null by Congressional legislation, was taken up and unanimously passed.

The bill relating to the increase of salaries of Government officers was recommitted for amendment.

On motion of Mr. Wynne, the bill for the relief of the Hergrant of the city of Richmond, and the Sergeant of the city of Petersburg was taken up, increasing the per diem compensation of said Sergeants for the maintenance of prisoners in their charge. Passed — ayes 78 nose 6.

Mr. Murdengh offered a resolution, which was passed that the special Committee on Salt be instructed and required to report what legislation is necessary to secure for the future a supply of salt for loyal citizens new prevented from securing the same because of the presence of the enemy.

Mr. Bankerville offered a resolution instructing the Committee on Roads to inquire into the expediency of closing the mortgage on the Roanoke Valley R. R.

On motion, the House adjourned.
