Affairs at Charleston.

--On Thursday night a party of Confederates, under Capt Stephen Elliott, Jr., proceeded from Charleston to Qtto Island, and, with a torpedo, blew up a Yankee schooner lying off there. Lieut James Lowades, A. A. G. of General Walker, on Thursday last declined to hold communication with Col. Higginson, commanding one of the so called South Carolina regiments (negroes) on Hilton Head. This Yankee Colonel was in his boat by one of the officers of these troops who age not to go in but to be put in the fore front of the battle, In Charleston flour has fallen $28 a barrel sugar 25 cents a pound and rise cents a pound
