--The last London Times argue that the Federals as yet have effected but little towards the suppression of the rebellion, and thinks the chances of the approaching campaign are quite as promising for one side as the other. The Post, pursuing the same vein. says:

‘ "It is not merely that the Federals are making no progress, that their armies cannot advance, that their fleets are unable to reduce the naval fortresses they have attacked, but that they seem to have given up attacking and advancing and capturing anything, and are everywhere acting on the defensive. At least this is the general impression produced on the mind by the impartial and attentive readers of the last news."
