The Orders in a subjugated District — an official picture of life under the enemy.

A friend has placed in our possession a copy of the New Regime, a daily paper published in Norfolk, Va., the official journal of the department. In its columns we find about sixty orders on different subjects, and we copy several of them. There seems to be nothing too low for that dirty dog Butler, or his even dirtier Provost Marshal, to meddle with. The first of the official orders we copy explain:


How the Beast missed Getting the Bank Deposits

Headquarters 18th Army Corps,
Department of Va. and North Carolina,
Fortress Monroe, Va, Feb. 18th, 1864.
Special Orders, No. 49.

VI. W H W Hodges having been Cashier of the Merchants' and Mechanics' Savings Bank of Portsmouth, in which were deposited the savings of the widows and orphans of the laborers of that city, and having, as such Cashier, been faithless to his trust; and having sent away into the Confederacy the funds belonging to the bank, and having been called upon by the Bank Commission and examined regarding the affairs of that bank, and being asked concerning it and declining to answer, and afterwards being brought before the Commanding General, and being by him duly cautioned as to the consequences of declining to answer, and put day at contempt the authority of the United States, but still refused to answer as to the means and manner by which, and men by whom said funds were abstracted and lost to the depositors, and so refusing to answer.

It is ordered that he be confined at hard labor at Fort Hatteras, on Hatteras Island, upon the coast of North Carolina, upon bread and water, with twenty-four pound ball attached to his leg by a chain not more than six feet long, until he answers the questions, and that he stand committed to the guard house until he is removed on board the transport to be conveyed to Fort Hatteras in execution of this order.

Special Orders, No. 49.

VII. Geo M Baine, senior of that name, late cashier of the Portsmouth Savings Fund Society, and formerly a minister of the Gospel, having had in his charge over forty-three thousand dollars of the funds of said society, which funds have been sent to Richmond, being duly inquired of by the Bank Commission investigating the affairs of said Savings Bank as to the persons by whom, and the means by which, the said funds were withdrawn from the Bank, and the laborers, widows, and orphans, depositors therein, defrauded of the same, in violation of his duty, and showing contempt for authority by refusing to disclose his accomplices in the fraud, and saying he "proposed to suffer for them, and would not answer for fear of implicating," the other robbers of this Bank, was called before the Commanding General, and fully and duly cautioned by him as to the consequences of declining to answer, and putting at contempt the authority of the United States, and after full deliberation the said George M Baine, the senior of that name, still refusing to answer the question put to him in that behalf, or to disclose his accomplices, and no where putting it upon the ground that it might criminate himself:

it is Ordered, That he be confined at hard labor at Fort Hatteras, on Hatteras Island, on the coast of North Carolina, until he does answer the questions concerning the robbery of the funds of the said Bank.

No further punishment is put upon him in consideration of his age.

The said George M Baine will stand committed to the guard-house until he is removed on board the transport ship to be conveyed to Fort Hatteras, is execution of this order.

Dr. Armstrong's Church is run for him.

Owing to the vacancy of the pulpit of the Presbyterian church of this city, caused by the deposing of its late pastor, the Rev. James D Armstrong, D. D., by the action of the commanding General, the Rev. C. L. Woodworth, chaplain of the 27th regiment Mass. volunteers, will officiate as pastor until further orders. It is not doubted that the true loyalists of the congregation will approve of this change, and cheerfully co-operate in the usual services of the church. The church officials will continue on duty as usual in their respective spheres.

An Autocratic Notice to Quit.

Headq'rs Norfolk and Portsmouth,
Norfolk, Va, March 31, 1864.
Special Orders, No. 75.--Extract:

Charles W Buttz, Attorney at Law, so called, having applied contemptuous and abusive language to me, and to an officer of my Staff, the Provost Marshal of Portsmouth, and having used his means to undermine our authority and to obstruct the Military Government of this district, can no longer remain within the limits of this command. Let him not be seen here later than 11 o'clock at noon of Sunday, April 3d, 1864.

Nothing to be sold without Yankee permission.

Norfolk, Va, Dec. 16, 1863.
Hereafter all auctioneers, commission merchants or others, dealing in and selling personal property of any description for the benefit of others, will, before any sale or transfer of such property he report in person at this office, with a correct schedule of such property to be sold. Any failure to comply with this order will render such sales null and void, and subject the parties to fine and imprisonment.

The Notices not to be pulled down.

Any person, citizen or soldier, seeing any particle disfiguring, or in anywise molesting any of the Government orders, which may be posted within this district, will arrest the offender forthwith and report him to these Headquarters. This being a sufficient warrant for his arrest.

Negroes — does — Provost clerks, &C.

According to General Order 46, all business of the colored people should emanate from the superintendent of negro affairs. Notice is hereby given that on and after this date all colored passes will be issued at the office of Capt Brown, Superintendent of Negro Affairs, Norfolk. Va.

To show what sort of men a subjugated people have over them, we may mention that in another part of the paper we find the proceedings of a Court-Martial by which Capt. D. C. Williams, of the 116th New York heavy artillery, was dismissed the service for having kept a bawdy house in Fredericksburg, Va., while it was in the occupation of the U. S. forces, he then being an officer in the U. S. Army.
