Confederate States Congress.

The Senate met at 12 o'clock M on yesterday. Prayer by the Rev. Dr. Read, of the Presbyterian Church.

Mr. Walker, of Ala, introduced a bill to amend the act establishing Military Courts, Referred.

Mr. Wigfall offered a resolution, which was transferred to the secret calendar by a vote of 13 to 7, that the President be respectfully requested to inform the Senate whether any officers appointed under the Provisional Government, and not reappointed by and with the advice and consent of the Senate, are still discharging the duties of the offices to which they were originally appointed; and that he also be respectfully requested to furnish the names of any such persons.

The special order, the House bill, with Senate Finance Committee, to amend the tax laws, was then taken up.

The bill was discussed and considered until the hour of recess.

House of Representatives.--Prayer by the Rev. Dr. Read, of the Presbyterian Church.

Mr. McMullen, of Va., moved that when the House adjourns to-day it will adjourn to meet to- morrow at 10 o'clock. Agreed to.

Senate amendments to the bill to regulate the pay of general officers were read and concurred in.

Senate amendments to the House bill to increase the pay of non commissioned officers, musicians, and privates in the army, were read and concurred in.

Senate amendment to the House bill amending the act to establish a Nitre and Mining Bureau was concurred in.

Mr. Lyon, of Ala., from the Committee on Ways and Means, reported back Senate bill to authorize the owners of 8 per cent. 10 year convertible bonds to exchange the same for coupon bonds, with a verbal amendment. The bill was taken up and passed.

Also, a bill concerning the salary of the Treasurer. Passed.

Also, a resolution fixing the compensation of the pages and clerks of committees at double the amount paid last session.--Passed.

Mr. Sexton, of Texas, from the Committee on Ways and Means, reported a bill to amend the act to reduce the currency and to authorize a new issue of Treasury notes and bonds. It authorizes and requires the Secretary of the Treasury to issue four percent. bonds in sums of fifty dollars in all cases where the taxes of the applicant do not amount to one hundred dollars. The bill passed.

Mr. Conrad, of La., from the same committee, reported a bill to amend the act to organize the clerical force in the Treasury Department. Passed.

Also, a bill to amend an act for the relief of tax payers in certain cases. Passed.

Mr. Hanly, of Ark, from the Committee on Military Affairs, reported a bill to amend the act to organize forces to serve during the war. It extends the time allowed to residents between the ages of 17 and 18 and 45 and 50 years, whose homes are in possession of the enemy, to enroll themselves and form volunteer organizations. Passed.

Mr. Staples, of Va, from the same committee, reported a bill to amend the act to organize forces to serve during the war, so as to exempt such State officers as are exempt by State law from military service.--Pending the consideration of which, the morning hour having expired,

The House took up the special order, namely: Senate bill to provide supplies for the army, and to prescribe the mode of making impressments.

Mr. Simpson, of S C, offered a substitute, and requested that it be printed.

Numerous amendments were proposed, and the discussion of the bill occupied the remainder of the morning session.

[The House, on Monday night, indefinitely postponed the bill to amend an act to reduce the currency, and to authorize a new issue of Treasury notes and bonds. Senate bill for the payment of Commissioners appointed under the act to suspend the privilege of the writ of habeas corpus in certain cases, and to confer certain powers upon said Commissioners, was considered and passed.]
