Husting Court--Friday, Feb. 15th. --Present: Aldermen Sanxay, Bray, Sadler, Hill, Timberlake and Anderson. A nolle prosequi was entered in the case of Henry Flowers, indicted for misdemeanor.--The same course was pursued in relation to Henry Burruss, a free negro, indicted for remaining in the State contrary to law. Wm. M. Fisher, indicted for habitually carrying concealed weapons, gave $100 security for his appearance at the next term, and was discharged from custody. John Hagan, indicted for abusing officer Seal while in the discharge of his duty, was put on trial, and the jury having heard the evidence and retired, returned and reported to the Court that they were unable to agree, whereupon one of the jury was withdrawn, and the case was continued until the next term. Congressional. Washington, Feb. 15. --House.--The memorial of the New York Chamber of Commerce against Morrill's tariff was referred to the Committee of Ways and Means. The bill to benefit Townsend Harris, U. S. Minister, for extraordinary expenses in Japan, was passed. The House refused to entertain a proposition to print a large edition of the report of the Indian Trust Fund Investigating Committee. The Postal bill was up and amended by restoring the inland service suspended since 1859, and passed. The Committee of Thirty-three's report was up. Mr. Vandiver argued against secession. Mr. Dejarnette argued that Northern society had proved a failure, but in the New Southern Confederacy there would be no elements of discord. Capital and labor would work in beautiful accord and harmony. African slavery is the only basis on which Republican liberty can be preserved. Report of the Committee of the Peace Conference, &c. Washington, Feb. 15. --The committee appointed by the Peace Conference reported a plan of adjustment to-day, compounded of the Crittenden and Guthrie resolutions and the Border State resolutions. It establishes the principle of the Missouri Compromise north and Popular Sovereignty south of the line of 36.30. Reliable information has been received here that Maj. Anderson feels secure in his present position, and in case of attack, feels able to maintain himself until he could be reinforced. The value of the small arms and ordnance recently seized at Napoleon, Ark., is between $8,000 and $9,000. They were intended for no other purpose than for the troops defending the Texan and Arkansas frontiers from Indians. The route is now left unsafe and unprotected. The Republicans, in caucus meeting, unanimously approved Mr. Bingham's Force bill, authorizing the collection of revenue on shipboard outside of insurrection
Resignation. Washington, Feb. 15. --Col. Drinkard, first clerk of the War Department, has resigned his office. The Select Committee on the Indian Trust Fund Fraud, having introduced his name in a manner calculated to produce upon a reader who had not read the evidence, an unfavorable impression, he did not feel at liberty, by further continuance in office, to subject the Administration to any even conjectural embarrassment that might result therefrom. The evidence before the Committee acquits him of any knowledge of the bonds, or of the business between Russell and Bailey.
Muskets for Fort Monroe. Norfolk, Feb. 15. --The bay steamer brought for Fort Monroe five large cases of muskets, manufactured at Harper's Ferry. The United States surveying schooner Crawford is preparing for sea at the Gosport Navy-Yard.
Reinforcement for Fort Pickens. New York, Feb. 15 --The Journal of Commerce says that the steamer Daniel Webster sails to-day with 150 troops for Fort Pickens.
