Mr. Sparrow, from the Military Committee, reported an amendment to House amendments to Senate bill authorizing the President to appoint commissioners of exchange.
The amendment was agreed to, and the bill sent to the House for its concurrence.
House bill to provide for the re-organization of companies, battalions and regiments was ordered to be printed.
Senate bill to increase the maximum rates of compensation allowed to railroad companies for the transportation of the mails was considered and passed.
[It allows first class roads, $225 a mile; second class, $150, and third class roads, $75 a mile.]
An amendment, reported by the Military Committee, to House amendments to Senate bill to authorize the commanders of the reserves in each State to order general courts martial and military courts, was agreed to, and the bill sent to the House.
