The question of negro suffrage in Washington. Washington, December 21. --In accordance with the resolution of the city authorities, the question as to negro suffrage was submitted to the citizens of Washington to-day. About 7,000 votes were recorded against it, and only about thirty-five in favor of thus extending the franchise. It is said that the friends of the measure who abstained from the polls are obtaining signatures to a petition, to be presented to Congress, pr
