Confederate Congress. Senate. Wednesday, January 25, 1865. Prayer by the Rev. Mr. Broaddus, of the Baptist Church. A message was received from the President vetoing the bill to increase the number of acting midshipmen and to prescribe the mode of appointment. The bill provides that the number of acting midshipmen in the navy shall be increased to one hundred and forty-two, who shall be appointed under regulations prescribed by the Secretary of the Navy, as follows: One frappointment of a commissary-general, with the rank of a brigadier-general. On motion, by Mr. Maxwell, the Senate resolved into secret session. House of representatives. The House met at 11 A. M. and was opened with prayer by the Rev. Dr. Broaddus, of the Baptist Church. The Senate substitute for the House consolidation bill was referred to the Committee on Military Affairs. Mr. Garland fearing the exemption bill, as passed by the House, would not pass the Senate, offered
