purchased and altered 44 vessels, and had built and completed 24, while 32 others were in process of construction. Most of these vessels were small craft, only suitable for detached local employment in rivers and harbors. Of the more formidable ships, the Tennessee and Arkansas were built at Memphis in the winter of 1861-62. They were covered with railroad iron. The Arkansas was completed and taken to the Yazoo River in April, 1862. After a short and brilliant career under Lieutenant Isaac N. Brown, she finally fell a victim in August to the defects of her engines. The Tennessee, being still on the stocks at Memphis when Davis's fleet descended the river, was burnt where she lay. At Mobile, the second Tennessee, a much more powerful vessel, but with engines transferred, like those of the Louisiana, from a river steamboat, was captured in her first and only engagement, when she attacked single-handed the whole Federal squadron. At Savannah, the Atlanta, a converted blockade-
istant Adjutant-General, was received, informing me of the surrender. That officer stated that provisions were exhausted, and that the position of the enemy rendered it impossible for the garrison to cut its way out. But two thousand five hundred of the garrison were fit for duty at the time of surrender. The enemy advanced against Yazoo City, both by land and water, on the thirteenth. The attack by the gunboats was handsomely repulsed by our heavy battery, under the command of Commander Isaac N. Brown, of the navy. The De Kalb, the flag-ship of the hostile squadron, an iron-clad, mounting thirteen guns, was sunk by a torpedo. To the force advancing by land no resistance was made by the garrison, commanded by Colonel Greasman, of the Twenty-ninth North-Carolina regiment. ake a cut-off, and this effort also proved a failure. On the 15th of July the monotony of the situation was greatly relieved by one of the most stirring episodes of the war. The little Confederate ram, Arkansas, under her gallant commander, I. N. After the Appomattox capitulation, the observance of which, nobly maintained by General Grant, crowns him as the humane man of the age, I took to the plow, as a better implement of reconstruction than the pen; and if I take up the latter now, it is that justice may be done to the men and the memory of the men of the Arkansas. It was rather by inference than by any direct orders that after the sacrifice of the Arkansas I was left to guard the Yazoo River. At this juncture Messrs. McDonald (or McDonough) and Ewing, acting masters in the Confederate navy, offered to aid me with torpedoes. So poor in resources were we, that in order to make a beginning I borrowed a five-gallon glass demijohn, and procuring from the army the powder to fill it gun-boat off the mouth of the Yazoo, under flag of truce, and met there an old messmate and friend, and said banteringly to him, Tom, why don't you go up and clean out the Yazoo? I would as soon think of going to----at once, was the answer, for Brown has got the river chock-full of torpedoes. nd was only able to drift down at the lowest speed and with the current she got down to the forts at Vicksburg before any of us had steam up. The Arkansas was undoubtedly much damaged by the fire of the fleet; her smokestack was riddled, and although she was built to be invulnerable, several eleven-inch shots penetrated her, cutting her up inside and killing and wounding twenty of her crew. Among the killed was the first pilot, and among the wounded were the commanding officer, Lieutenant Isaac N. Brown, and another pilot. The vessels of the fleet suffered from the Arkansas as she passed down, each of the wooden ships receiving one or two shots. Commander William D. Porter, of the gunboat Essex, volunteered to go down with his vessel and destroy the ram, but his gallant attempt was unsuccessful, and the Essex was much cut up by the batteries. Unfortunately, while the De Kalb was moving slowly along and firing on the enemy she ran foul of a floating torpedo, which exploded, and the vessel sank almost immediately, a second torpedo exploding under her stern as she went down. The squadron had pushed ahead with too much enthusiasm to bring the enemy to close quarters where grape-shot and canister would tell. It seems that Lieutenant Isaac N. Brown, of the Confederate Navy, had on a former occasion been prevented by the citizens from placing torpedoes in front of Yazoo City, and it was supposed that it would not be permitted on this occasion for fear of the consequences in the destruction of the property of the inhabitants, should the Union forces get possession of Yazoo City. Brown, Navy Confederate States, Memphis: Sir: I desire to learn, as early as practicable, the character of the vessels which it is said the enemy is preparing at Cincinnati. Reports and rumors declare that iron-clad or armored boats are being built, and that vessels are being thus altered; but the testimony of some reliable expert is deemed important. You will, therefore, do a good service by employing a competent man to proceed to that city and procure the desired information, to be communicated through you to this Department. A mechanic who could and would obtain means of accurately reporting the character of the vessels, whether steamers or not; and if steamers, whether propellers, their size and armament, and whether and to what extent they are protected by iron; in what manner it is secured, and its thickness. Such details as these, together with the number of vessels being prepared at C
